“Reports by British Intelligence services that Russia has engaged in planning to install a new puppet government in Ukraine should focus the global community around the imminent and real threat of a massive Russian invasion. The people of Ukraine have the indisputable right to elect their own leaders, and the United States will vigorously oppose any attempt to topple and supplant the democratic government in Kyiv. While an invasion appears likely, it is not yet inevitable, and the United States must continue to work quickly along with our allies, both to reinforce Ukraine’s military deterrent and to prepare to respond if Putin goes to war.”
