Washington, DC – Today after the first business meeting for the House Permanent Select Committee on Intelligence, Chairman Rep. Adam Schiff (D-CA) announced that the Committee had adopted new committee rules and a new subcommittee structure, and named its subcommittee chairs and members. In order to better adapt to the cross-cutting nature of the threats addressed by the Intelligence Community (IC), Schiff announced that the HPSCI subcommittees will be restructured to focus on the “core missions” across the entire IC.

Schiff stated, “In the wake of the 9/11 attacks, Congress directed the IC to break down stovepipes and reform itself to ensure that threats were addressed across jurisdictions and agencies. Our oversight of the IC should reflect that mandate, and our subcommittees will be more focused on core missions than specific agencies. These subcommittees, their chairs, and their members will be empowered to devise and execute their own hearings and deep dives to perform effective and meaningful oversight. I look forward to working with the new subcommittee chairs and ranking members to come up with their plans for this Congress.”

The Strategic Technologies and Advanced Research Subcommittee will focus on the emerging technologies that will change the way we collect intelligence and defend the nation. The Counterterrorism, Counterintelligence, and Counterproliferation Subcommittee will oversee the IC’s efforts to protect the country from terrorists, WMD proliferators, insider threats, hard targets, and other malign actors. The Intelligence Modernization and Readiness Subcommittee will look at the overall management of the IC, with an emphasis on human capital management, information technology, and security clearance reform. Finally, the Defense Intelligence and Warfighter Support Subcommittee will focus on the IC’s support to the American military and the Pentagon.

During the business meeting, Schiff appointed Rep. Jim Himes as the chair of the Strategic Technologies and Advanced Research Subcommittee, Rep. André Carson as the chair of the Counterterrorism, Counterintelligence, and Counterproliferation Subcommittee, Rep. Eric Swalwell as the chair of the Intelligence Modernization and Readiness Subcommittee, and Rep. Terri Sewell as the chair of the Defense Intelligence and Warfighter Support Subcommittee.

Strategic Technologies and Advanced Research Subcommittee (STAR)

The Strategic Technologies and Advanced Research Subcommittee oversees the development and implementation of emerging and advanced technologies that are essential to intelligence collection and national security. This includes ensuring the United States remains at the cutting edge in overhead systems, artificial intelligence/machine learning and computing, as well as data and systems integrity. 

Counterterrorism, Counterintelligence, and Counterproliferation Subcommittee (CCC)

The Counterterrorism, Counterintelligence, and Counterproliferation Subcommittee oversees the intelligence community’s ability to collect against and provide timely intelligence on terrorists, WMD proliferators, hard targets, and other malign actors.  It also includes addressing the insider threat, as well as ensuring resource investments and policies support prioritized targeting, secure operations, and analytical integrity. 

Intelligence Modernization and Readiness Subcommittee (INMAR)

The Intelligence Modernization and Readiness Subcommittee oversees policies and programs focused on ensuring that the intelligence enterprise is staffed, trained, and equipped to advance its mission and that all 17 members of the IC have the workforce, infrastructure, and services they need to succeed, while leveraging the totality of the nation’s resources.  This subcommittee will foster greater awareness, collaboration, and more effective deployment of resources across the IC on issues of human capital management, security clearance reform, IT modernization, and an array of enterprise-wide, cross-cutting initiatives.

Defense Intelligence and Warfighter Support Subcommittee (DIWS)

The Defense Intelligence and Warfighter Support Subcommittee oversees policies and programs focused on providing our nation’s warfighters accurate, timely, and relevant intelligence in support of military operations.  This subcommittee will foster greater awareness, collaboration, and more effective deployment of resources across the IC related to the collection, processing, exploitation, and dissemination of strategic and tactical intelligence.
